The Speed Table
To eliminate disputes over who is faster, a Speed Table has been implemented. Each Race, except Angels, will have a default speed of 0. This speed can be increased upon with Special Characteristics, Items, or Abilities that increase speed. For every Special Characteristic or Item that a character has that boosts the character's speed, they may add a permanent +1 to their default speed. In a Role Play, if a character has an Ability that boosts speed, they may add a +1 to their default speed each post this Ability is used (This of course resets once the Role Play it is used in ends.)
The maximum speed that a character can travel is +25, which is Angelic Speed, (just below light speed) only achievable by pure blooded Angels, or pure blooded humans that know the ability "Swift Release." A line starting with the slowest Race at default speed and ending with the fastest would begin with Human and end with Angel. A pure blood Angel begins with Angelic Speed, but cannot boost their speed any further without risking death. Angels cross-bred with another Race can only reach between +21 and +24. Non-Angelic beings are able to achieve +20. Cross-bred species, because of the mixture of blood, are all automatically +5 default speed. Cross-breeding the same species, (Human and Magical Being for example) does not produce +5 Speed.
Speed incorporates into the Physical, Magical and Reaction categories:
Physical: The speed of one's punches, kicks, and body movements
Magical: The casting time of magic spells
Reaction: The ability to dodge. Higher speed = faster dodging

Angelic Speed
0: This is an ordinary Human's speed. There is nothing special here. An ordinary, average person. Below normal. 5 mph.
+1: Normal. An average person who runs daily, 10 mph.
+2: Normal. A semi-athletic person, a seasoned runner. 15 mph.
+3: Normal. A veteran runner. 20 mph.
+4: Normal. A peak human runner. 25 mph.
+5: Normal. peak range: 30 MPH
+6: Normal. peak range: 35 MPH
+7: Normal. peak range: 40 MPH
+8: Normal. peak range: 45 MPH
+9: Normal. peak range: 50 MPH
+10: Normal. peak range: 55 MPH
+11: Superhuman: peak range: 100 MPH

+25: Angelic Speed
(21-25 Speed: Reserved for Angels, but some exceptions can be made (Saiyans, and Pure Humans that know the ability "Swift Release" for example). These levels of speed are nothing short of God-like. Angelic Speed, +25, is so fast, the movements of the user cannot be seen by normal eyes, and barely able to be kept up with by those with even the highest forms of extra sensory.)
Special Note: All speed-related capabilities and maneuvers must be spoilered or else they will be ignored!
Please ensure that you keep track of yours and your opponents speed, failure to do so is no one's fault but your own!
Enhanced Reflexes and Agility don't play a role in the speed of the characters until both characters are equally matched, then whoever has the higher counter for reflexes and agility becomes the fastest out of the two. In any event, the faster fighter will always hit first!
In the case of characters that have summons, the summon can only be as fast as the person summoning it! (except in the case of summoning an actual person)
Faster opponents mean faster movements!
In a normal situation, if an opponent is +1 faster than you, their movements will be slightly blurred.
If an opponent is +2 faster, their movements will be hard to keep track of.
If an opponent is +3 and higher, their movements will be invisible to the naked eye.
It would make sense for a fast character to also have high Perception. Moving at a blinding speed without the ability to see where you're going can produce deadly consequences.
